International Airports Authority of India (IAAI) came into existence on 01/04/1972 to Develop, Maintain and Operate International Airports in India.

 

International Airports Authority of India Officers Association (IAAIOA) is a association representing more than 1100 officers of International Airports Division of Airports Authority of India for various disciplines like Operations, Cargo, Fire, Finance, HR, Engineering Planning etc. 

 

IAAI have developed various International & Donmestic Airports in India and abroad. We are now constructing world class airport terminals at Kolkata and Chennai.

 

Officers of IAAI Officers Association are on protest since 05.12.2011 to show their anguish over the inactive and callous attitude of AAI Management in resolving their long pending issue of Inter se seniority. The board of AAI has not resolved the issue of Inter-Se- Seniority in the meeting held on 24.03.2012 at New Delhi. The management has promised to resolve the issue of Inter-Se-Seniority in the next Board meeting considering the recommendation made by the past committees on the issue vide their letter No. A60011/3/2010-IR dated 27.02.2012. The Management has failed miserably to implement the Inter-Se-Seniority since 17 years as per AAI Act,1994,hence the officers of IAD are on relay hunger strike with effect from 27.03.2012.

The Officers association of International Airport Division of Airports Authority of India (IAAI) have restarted their peaceful movement from 06.2.2012 to convince the management to resolve the long pending issue of merger of employees as per AAI act,1994 in toto between two merged entities of Airports Authority of India, viz. International Airports Authority of India(IAAI) and National Airports Authority of India (NAA) . It is known that AAI management has already merged the finances of erstwhile IAAI with NAA w.e.f. 01.04.1995. The employees of erstwhile IAAI are repeatedly requesting the management to merge their seniority from the same date,i.e.01.04.1995 which is already passed by the HONOURABLE PARLIAMENT OF INDIA and the act named AAI Act 1994 came into existence. As per the introductory Para of AAI Act 1994, both the entities of AAI were merged with an objective to overcome the financial crunch of NAA and to have better integration between erstwhile IAAI and NAA, and to merge both entities into one to constitute one single unified AAI to promote better operational integration and financial management.
 
Due to not merging the seniority, the junior officers of National Airports Division (NAD) were given very quick promotions, even though they were comparatively less qualified and less experienced than the officers of International Airports Division (IAD) but they were deprived from justified timely promotions and made to stagnate. This resulted into one time juniors of NAD becoming seniors over the IAD officers. The humiliations and frustration forced the IAD executives to request continuously the management to upgrade them at par with their counterparts in NAD by implementing inter-se-seniority w.e.f. 01.04.1995, however the management, in connivance with a small chunk of influential officers of NAD, is repeatedly adopting delaying tactics towards the justified & reasonable demands of International division officers. Around 1200 deprived officer of the AAI are now forced to start their peaceful movement from 05.12.2011 to convince the management. After approximately one and half months (mid January), the management called the representatives of International Airports Authority of India officers Association (IAAIOA) and given them assurance to settle their justified demands quickly. Accordingly, on the request of management, the IAAIOA suspended their movement till 05.02.2012. The management again played with the feelings of IAD officers and did not do any justified and logical action to sort out the long pending issues. The poor officers of IAD section felt cheated and restored their movement w.e.f. 06.02.2012. The Association had called for Mass Casual Leave on 28.02.2012. The association has deferred their Mass Casual Leave on 28.02.2012 after the written assurance from the Management vide their letter No. A60011/3/2010-IR dated 27.02.2012 in which the management has promised to resolve the issue of Inter-Se-Seniority in the next Board meeting considering the recommendation made by the past committees on the issue.
 
The AAI board meeting was held on.24.03.2012. IAD officers were hopeful that as per the promise, AAI chairman will take some concrete decisions to resolve the matter of Inter se seniority, but till 03.04.2012 AAI Management did not communicate anything about the minutes of AAI board meeting. On 04.04.2012 a communication was received from AAI management that they have decided to send the file to Department of Planning and Training(DOPT) for expert advice. (It is important to mention the one of the existing AAI Board members has been the Director of DOPT for six long years.). In this way, as per the previous practices, AAI management once again succeeded in delaying the case and put the ball in other's court. This is not new to the IAD officers as AAI management adopted one or the another excuse right from 1994 till date. As per reliable resources, the file did not reach the DOPT till 16.04.2012.

 

The matter was raised in Loksabha on 28.3.2012 by one of the respected MP from Congress. The same issue was also addressed in Rajya Sabha on 20.05.2012. It is now learnt that Department of Personnel & Training has returned the file with certain remarks a few days back. The AAI Chairman assured to IAAIOA during a meeting on 04.5.2012 that he shall resolve the issue in house. The outcome of DoPT is still not shared with IAAIOA.Hon’ble Minister of Civil Aviation Sh. Ajit Singhji during a meeting with IAAIOA members on 05.05.2012 has assured to resolve the issue through AAI Board within a fortnight and urged to stop agitation. Hence IAAIOA decided to defer the agitation all over India till 31.05.2012.


On 08.06.2012 MoCA intervened in the matter and accordingly a committee is constituted to  determine and fix the Inter-se-Seniority of the employees of erstwhile National Airports Authority (NAA) & International Airports Authority of India(IAAI) after careful examination of reports of Justice Jain Committee which was constituted in 1995 and Krishnamoorthy Committee constituted in 2005 as we as the available Inputs from various employees/associations/groups and extant rules & regulations in this regard.
 
  The committee after identifying various principles and parameters of fixation of Inter-Se-Seniority would determine the Inter-se-seniority of all the, employees in different cadres and prepare a cadre wise single & unified- provisional seniority list of the employees in order of seniority within a period of 15 days. After that, this cadre wise seniority list will be published / placed on notice board/website giving 15day's time to the employees to file their individual objections, if any, before the committee and the committee shall dispose of the objections within another period of 15 days and publish the final list of cadre wise seniority.
